Establishes the "Farm to Food Bank Pilot Program" through the Department of Agriculture, in consultation with the Department of Health, allowing farmers to contract with food banks for distribution of produce and agricultural products

Program operates for three years, terminating 90 days after the required report is submitted to the Governor and Legislature, though existing contracts continue until their conclusion

Provides grants to participating farmers to cover all or part of production costs, up to a reasonable market price determined by the department, subject to available appropriations

Requires the Department of Agriculture to establish eligibility criteria, application requirements, and reporting guidelines for grant recipients

Mandates a final report identifying grant recipients, amounts awarded, contractual arrangements, and recommendations for continuing or revising the program
