Creates the State Board of Naturopathic Examiners within the Division of Consumer Affairs, consisting of nine members: six licensed naturopathic doctors with at least five years of practice experience, two public members, and one State executive department member

Requires naturopathic doctors to hold a degree from an accredited naturopathic medical program with minimum 4,100 total hours of instruction (2,500+ academic hours, 1,200+ supervised clinical training hours) and pass the Naturopathic Physicians Licensing Examination (NPLEX)

Authorizes licensed naturopathic doctors to perform physical and laboratory examinations, order diagnostic imaging studies (with referral for interpretation), prescribe drugs consistent with their training, and use various routes of administration including intravenous and intramuscular

Prohibits use of titles such as "naturopathic doctor," "N.D.," or "naturopathic physician" without a valid license, with licenses issued for two-year periods subject to renewal

Establishes a Naturopathic Childbirth Attendance Advisory Committee to set requirements for a special competency certificate required before naturopathic doctors can practice childbirth attendance
