Replaces the term "alien" with "noncitizen" and "illegal alien" with "undocumented noncitizen" throughout New Jersey statutes when referring to a person's legal status

Amends over 20 sections of New Jersey law across multiple areas including inheritance rights, lottery prize assignments, casino jackpot payments, Medicaid eligibility, unemployment benefits, welfare programs, property rights, and tax provisions

Prohibits New Jersey executive branch agencies from using the terms "alien" or "illegal alien" in any rules, regulations, publications, documents, displays, or signs issued after the bill's enactment, except when quoting external sources

Specifies that terminology changes do not alter any existing protections, funding, eligibility, services, rights, or responsibilities under affected programs

Provides that any reference to "alien" or "illegal alien" in existing laws, regulations, contracts, or documents shall be deemed to mean "noncitizen" and "undocumented noncitizen" respectively
