Expands New Jersey's existing plug-in electric vehicle incentive program to include hydrogen fuel cell vehicles, requiring the Board of Public Utilities to implement the expansion within 90 days of enactment

Provides financial incentives up to $5,000 maximum per eligible hydrogen fuel cell vehicle purchased or leased, with the calculation method to be determined by the Board of Public Utilities

Defines hydrogen fuel cell vehicles as zero emission vehicles fueled primarily by hydrogen, including passenger cars, station wagons, and other motor vehicles powered by cells that convert chemical energy to electricity by combining oxygen with hydrogen fuel

Renames the "Plug-in Electric Vehicle Incentive Fund" to the "Zero Emission Vehicle Incentive Fund" and authorizes its use for both plug-in electric and hydrogen fuel cell vehicle incentives

Maintains the program through June 30th of the 10th year following the original 2019 program establishment, with the state continuing to provide at least $30 million annually in disbursements
