Appropriates $115,091,000 from the Preserve New Jersey Farmland Preservation Fund to the State Agriculture Development Committee for acquiring development easements or fee simple titles to farmland, including grants to counties, municipalities, and qualifying nonprofits

Authorizes grants to counties and municipalities for up to 80% of farmland acquisition costs, and grants to tax-exempt nonprofits for up to 50% of acquisition costs

Appropriates $13,150,000 for administrative purposes: $12 million for salaries, equipment, and services to administer the program; $1 million for appraisal, survey, and title costs; and $150,000 for legal enforcement of development easements

Appropriates $120,539,000 from the General Fund to the Preserve New Jersey Farmland Preservation Fund to implement the act

Requires any farmland acquired in fee simple to be offered for resale or lease with agricultural deed restrictions approved by the committee
