Requires school districts in impact zones to establish after-school programs aimed at closing the achievement gap, operating during non-school hours including summer recess, with required student transportation to program sites.

Mandates impact districts conduct two public hearings for community input within 60 days and submit detailed program plans to the Commissioner of Education for approval within 120 days of the bill's effective date.

Establishes the New Jersey Community Learning Assistance Fund, funded by a portion of State cannabis sales tax revenue as determined by the Cannabis Regulatory Commission, to fully cover program implementation costs for impact districts.

Requires the State to supplement funding from the Property Tax Relief Fund if cannabis tax revenues are insufficient, and exempts districts from program implementation in years when State funding is not provided.
