Mandates Medicaid coverage of social adult day care services for beneficiaries aged 60 and older who meet clinical, income, and asset requirements for the Managed Long Term Services and Supports (MLTSS) program, even if not enrolled in MLTSS.

Social adult day care services are defined as community-based group programs providing non-medical support for seniors with functional impairments through individualized care plans in protective daytime settings.

Requires the Commissioner of Human Services to apply for federal Medicaid waivers or State plan amendments to secure federal financial participation for the expanded coverage.

The law takes effect immediately but remains inoperable until federal approval of necessary waivers or amendments is received.

Currently, only Medicaid beneficiaries enrolled in the MLTSS program can access social adult day care services; this bill expands eligibility to qualifying seniors outside that program.
