Establishes the "John R. Lewis Voter Empowerment Act of New Jersey" to protect voting rights for members of protected classes including racial, color, and language-minority groups.

Prohibits any voting qualification, law, practice, or policy that results in denial or abridgement of voting rights for protected class members, including actions that create disparities in voter participation or access.

Creates vote dilution protections by prohibiting election methods that impair protected class members' ability to elect candidates of their choice, including at-large election systems that exhibit racially polarized voting.

Designates the Attorney General as chief legal officer for enforcing voting rights, with authority to investigate, issue subpoenas, initiate litigation, and promulgate regulations related to voting rights.

Requires political subdivisions to follow public hearing and notice procedures before adopting redistricting plans, and establishes a 50-day pre-litigation notice period allowing jurisdictions to voluntarily remedy potential violations.
