Municipal and county libraries in areas where 40% or more of residents have household incomes at or below 185% of federal poverty guidelines must provide free tampons and sanitary napkins in women's and all-gender restrooms.

Libraries subject to the requirement must also display educational pamphlets on toxic shock syndrome, menstrual disorders, and proper disposal of menstrual hygiene products.

The State of New Jersey is responsible for covering all costs libraries incur in providing menstrual hygiene products to patrons.

The bill cites "period poverty" statistics, noting an estimated 16.9 million people in the United States lack access to menstrual products, with nearly two-thirds of low-income women unable to afford them in the past year.
