Requires the Department of Environmental Protection to lift conservation easements on properties that received Coastal Area Facility Review Act (CAFRA) permits when the land is needed to expand an existing school for special needs children

Property owners must apply to DEP to have the conservation restriction removed from their parcel

As a condition of lifting the easement, DEP must ensure a new, substantively similar conservation restriction is placed on a replacement property that is at least twice the size of the original parcel

The replacement conservation property must be located within 20 miles of the original parcel where the easement is being lifted
