Establishes the Jersey Strong Public Service Scholarship Program to provide scholarships to students who work full-time in public service sectors experiencing critical workforce shortages, such as hospitals, public schools, crossing guards, or first responders

Awards up to $25,000 for two years of college after one year of full-time public service work, or up to $50,000 for four years of college after two years of full-time public service work, applicable to public institutions of higher education in New Jersey

Limits scholarships to 15 recipients annually, with eligibility requiring New Jersey residency, U.S. citizenship, and recent or upcoming high school graduation within the state

Requires the Commissioner of Labor and Workforce Development to develop a list of eligible public service sectors with critical workforce shortages within 90 days, with reevaluation every four years

Mandates scholarship repayment if a student is dismissed for academic or disciplinary reasons or withdraws without approval, but waives repayment for withdrawals due to illness or family emergencies
