Extends the transition period for workers leaving one job for another from 7 days to 10 days, during which they remain eligible for unemployment benefits if the new job falls through

Creates a new eligibility provision for workers who leave their job after receiving a job offer that is subsequently rescinded through no fault of their own, allowing them to collect unemployment benefits

Requires the rescinded job offer to have been for employment commencing within 10 days of leaving the previous position

Maintains the requirement that the new employment must have weekly hours or pay not less than the hours or pay of the previous employer

Preserves the provision that if an employee gives notice to leave on a specific date but is terminated early, the 10-day period begins from the originally specified departure date
