Requires automatic enrollment of recipients of needs-based public assistance programs (TANF, SNAP, SSI, Work First NJ) into ongoing utility bill payment assistance programs including the Universal Service Fund, Winter Termination Program, and Summer Termination Program

Mandates the Department of Human Services and Department of the Treasury enter a memorandum of understanding with the Department of Community Affairs, Board of Public Utilities, and other relevant agencies to share eligibility information

Defines "ongoing assistance" as utility payment help without predetermined limits on amount or duration, including shutoff prevention programs

Excludes one-time grants or limited-use assistance programs from the automatic enrollment requirement

Takes effect on the first day of the sixth month following enactment, with agencies permitted to begin implementation activities in advance
