Expands the Community College Opportunity Grant (CCOG) Program to include adult students enrolled in postsecondary career and technical education programs at county vocational school districts, in addition to traditional county college students

Defines eligible adult students as those enrolled in programs of at least four months that prepare students to earn a license, industry-recognized certification, or take a nationally-recognized exam

Requires adult student grant recipients to meet the same financial eligibility criteria as county college students, including annual adjusted gross income between $0 and $65,000 and New Jersey residency

Allows adult students enrolled in qualifying vocational programs to receive financial aid grants for up to two years, covering tuition and approved educational fees not already paid by other need-based grants or merit scholarships

Limits annual increases in maximum individual grant amounts for each county college and county vocational school district to no more than 3% over the prior year
