Expands eligibility for residential community release programs (RCRPs) to inmates scheduled for release in less than 30 months (up from 18 months), or 12-30 months for substance use disorder treatment programs (up from 12-24 months)

Requires the Department of Corrections to certify monthly to both the Legislature and the Division of Budget and Accounting that all RCRP beds are filled to contract capacity with eligible inmates within 30-36 months of release

Mandates the DOC prioritize RCRP placement for inmates and evaluate eligibility for compliance credits or public health emergency credits that may accelerate release

Prohibits inmates in RCRPs from being returned to correctional facilities or subjected to punitive measures solely due to medical conditions, illness, need for treatment, or pregnancy

Excludes inmates convicted of sexual offenses or arson from expanded eligibility, while allowing RCRP administrators to refuse placement of any inmate demonstrating undue risk to public safety
