Establishes the Safe Remote Learning Program in the Department of Education to support school districts, charter schools, and renaissance schools implementing virtual or remote instruction due to the COVID-19 pandemic

Requires remote instruction facilities to meet health and safety standards, be equipped with connected devices and broadband internet access, and be staffed by qualified personnel during all operating hours

Allows schools to establish facilities by repurposing existing school space or acquiring space from non-profit organizations or higher education institutions without prior DOE approval

Prioritizes facility access for students eligible for free or reduced price meals and children of essential workers when space is limited; students may attend nearby facilities if their school lacks one

State will reimburse schools for full costs of establishing and maintaining facilities, funded through federal CARES Act money or state appropriations if federal funds are insufficient
