Requires the New Jersey Board of Public Utilities (BPU) to adopt rules and regulations for small modular nuclear reactors within 18 months of enactment

Defines small modular nuclear reactors as nuclear fission reactors with generating capacity of 300 megawatts or less that require U.S. Nuclear Regulatory Commission licensing

Authorizes the New Jersey Economic Development Authority (EDA) to provide financial incentives for construction and operation of small modular nuclear reactors using funds from the Global Warming Solutions Fund

Requires BPU to consider whether proposed reactors would replace retiring coal or natural gas facilities and whether they could reuse existing infrastructure or create jobs for displaced workers

Prohibits on-site storage of spent nuclear fuel or high-level radioactive waste without meeting all applicable U.S. Nuclear Regulatory Commission requirements
