Municipalities with no police department and populations under 12,000 may hire qualified candidates outside the civil service eligible list if the Civil Service Commission fails to provide a certified list within 30 days of request, or if no appointment results from the provided list

Municipalities must sign a commission-designed waiver exempting the hired candidate from the standard civil service hiring process

Candidates hired through this alternative process must satisfactorily complete a working test period to gain civil service status and be considered qualified for the position

The Civil Service Commission cannot require municipalities to replace candidates hired under this provision even if a certified eligible list is later issued

The bill takes effect on the first day of the second month following enactment
