Prohibits combustion of substances emitting 25+ kilograms of carbon dioxide per million BTUs in new buildings under seven stories starting 12 months after enactment, extending to all new buildings regardless of height after 36 months.

Exempts emergency backup power systems, emergency management facilities, and commercial food establishments from the combustion prohibition, though exempt areas must be designed as "all-electric ready" where feasible.

Bars issuance of certificates of occupancy for buildings that fail to comply with the new emissions standards after the applicable effective dates.

Requires the Commissioner of Community Affairs and the President of the Board of Public Utilities to submit a joint report within 12 months on necessary changes to electric rate designs, subsidy programs, and policies.

Preserves municipal authority to adopt more restrictive standards prohibiting fossil fuel infrastructure or combustion equipment beyond the state requirements.
