Requires the Higher Education Student Assistance Authority (HESAA) to allow students to submit monthly expense and resource statements to verify income and assets when traditional documentation (tax returns, government agency records) is unavailable

Applies to students seeking State grants or scholarships whose income cannot be verified through federal/State agency documents, tax transcripts, or proof of public benefits like TANF, SSI, or SNAP

Requires HESAA to impute in-kind support amounts assuming a minimal standard of living when students report zero income and assets on their monthly expense and resource statements

Directs HESAA to promulgate regulations through the Administrative Procedure Act to implement these requirements

Takes effect immediately and applies starting with the first full academic year following enactment
