Establishes the New Jersey Higher Education Student Advisory Commission within the Department of State, consisting of 14 student members representing State colleges, public research universities, county colleges, independent colleges, and proprietary degree-granting institutions

Commission members are appointed by the Secretary of Higher Education for one-year terms, with one member appointed by the New Jersey Education Association from the NJEA Preservice Program

Requires the commission to advise the Secretary on system-wide student concerns including affordability of postsecondary education, student mental health, and campus safety

Commission must meet at least three times per year and submit annual reports to the Assembly and Senate Higher Education Committees on student concerns, perspectives, and experiences

Members serve without compensation but receive reimbursement for reasonable expenses, and the Office of the Secretary of Higher Education provides administrative support
