Establishes a tuition reimbursement program through the Higher Education Student Assistance Authority for advanced practice nurses who provide mental health care services in designated underserved areas of New Jersey

Provides 25% reimbursement of eligible tuition expenses for each year of full-time mental health care service completed, up to 100% reimbursement for four years of service

Requires participants to be New Jersey residents, certified as advanced practice nurses with specialized mental health training, and apply within one year of obtaining certification

Commissioner of Health designates underserved areas based on health status criteria and economic indicators, including population access to mental health services

Participants must charge customary rates but provide reduced or no-cost care to patients unable to pay, and cannot discriminate based on ability to pay or payment source
