State agencies, the Director of the Division of Purchase and Property, and the Director of the Division of Property Management and Construction must make a good faith effort to increase the awarding of non-advertised contracts to certified minority-owned and women-owned businesses by 30 percent in the aggregate within five years.

The State Treasurer is required to develop guidelines and directives to help agencies achieve this goal, ensuring compliance with State and federal law to the maximum extent permissible.

State agencies must submit written reports every 30 days to the State Treasurer detailing their implementation efforts and progress toward the goal.

The State Treasurer must submit written reports every six months to the Governor and Legislature documenting implementation, actions taken, and impact toward achieving the 30 percent increase goal.

The bill applies to delegated purchasing authority contracts under $250,000 for goods and services and contracts under $25,000 for construction work.
