Creates the Office of Cybersecurity Infrastructure as an independent entity within the Department of the Treasury, free from Treasury supervision or control, with the Director reporting directly to the Governor.

Director appointed by the Governor with Senate consent, serving during the Governor's term, with authority to appoint up to six Deputy Directors for specific cybersecurity areas.

Office responsibilities include establishing statewide cybersecurity policies, monitoring technology infrastructure for secure interactions between organizations and residents, and developing AI policies for safe integration into professional practices.

Director must coordinate with the Chief Technology Officer, Chief Information Security Officer, and Director of the NJ Cybersecurity and Communications Integration Cell to conduct operations and establish Service Level Agreements with Executive Branch agencies.

Annual report on cybersecurity infrastructure operations due to the Governor and Legislature by January 1 each year, to be made publicly available on the office's website.
