Authorizes county college boards of trustees to submit proposals to the New Jersey Presidents' Council to establish baccalaureate degree (four-year) nursing programs

Proposals must include a program description, demonstration of unmet regional need, facility and resource identification, cost analysis, curriculum details, faculty credentials, accreditation plans, and enrollment projections

New Jersey Presidents' Council has 30 days to review and identify deficiencies, then 45 days after receiving a completed proposal to forward it with a recommendation to the Secretary of Higher Education

Secretary of Higher Education must issue a written approval or disapproval within 60 days of receiving the proposal from the council

Final establishment of the program requires accreditation by the New Jersey Board of Nursing
