Property management entities must submit contact information for residential rental property owners and homeowners association executive boards to the Department of Community Affairs (DCA) within 15 business days of the bill's effective date, and report any changes within 15 business days of receiving updated information.

DCA must establish and maintain a database of owner and association contact information accessible to local enforcing agencies, structural inspectors, and other parties needing to distribute inspection-related communications.

Property management entities that fail to provide required contact information, resulting in owners or associations not receiving inspection notices, become responsible for paying any penalties or fines from those inspections.

Repeated or negligent failures by property management entities to comply will be reported to the New Jersey Real Estate Commission, which may revoke the entity's real estate license.

The bill takes effect six months after enactment, with the Commissioner of Community Affairs required to adopt implementing regulations by the fifth month following enactment.
