Requires deformation monitoring and data collection when determined necessary by a geotechnical engineer, with advanced monitoring continuing after project completion if deformation exceeds acceptable limits

Prohibits the Department of Transportation from waiving internal standards and procedures related to subsurface data without approval from the State transportation engineer or designee

Applies only to transportation projects funded in whole or in part by state resources, including Transportation Trust Fund Authority funds, and excludes projects that have already passed the concept development phase
