Creates a nine-member Government Efficiency and Regulatory Review Commission within the Office of the Governor, chaired by the Chief Innovation Officer, with members from executive branch agencies and legislative leadership from both parties

Commission must review all proposed and adopted state rules, regulations, and Executive Orders to assess economic impacts and determine whether costs and burdens on businesses, workers, and local governments outweigh intended benefits

Requires the commission to meet at least every six months and hold a minimum of two public hearings annually in different regions of the state to gather input from business leaders, workers' groups, local officials, and taxpayers

Commission must submit annual written reports to the Governor and Legislature with recommendations to repeal, rescind, or amend regulations and Executive Orders that unduly burden the state's economy

All commission recommendations are advisory only and cannot be used as a legal basis to challenge state agency actions or inactions
