Requires contractors on public works projects to certify that each journeyperson completing work meets at least one qualification: graduation from an apprenticeship program equivalent to building and construction trade union standards for their craft, or completion of four years of documented tradesperson work verifiable by tax filings

Amends the existing public works contractor registration law (P.L.1999, c.238) to add the new qualification requirements to the contractor registration process

Mandates contractors register electronically with the Department of Labor on an online form that includes certification of employee qualifications along with existing requirements for business information, licenses, and apprenticeship program participation

Takes effect 90 days after enactment
