Mandates replacement of SNAP benefits stolen through card skimming, card cloning, or similar fraud upon submission of a police report, using federal funds when available or State funds when federal funding is unavailable.

Upgrades criminal penalties for SNAP benefits theft of $150 or more from a fourth-degree crime to a third-degree crime, punishable by 3-5 years imprisonment and fines up to $15,000.

Upgrades criminal penalties for SNAP benefits theft under $150 from a disorderly persons offense to a fourth-degree crime, punishable by up to 18 months imprisonment and fines up to $10,000.

Appropriates funds from the General Fund to the Department of Human Services for implementation, with provisions taking effect six months after enactment.
