Creates the "Midwifery Licensing Act" establishing a new 13-member State Board of Midwifery within the Division of Consumer Affairs to replace regulation by the State Board of Medical Examiners

Licenses three categories of midwives: Certified Midwives (CMs), Certified Nurse Midwives (CNMs), and Certified Professional Midwives (CPMs), with biennial license renewals required

Authorizes CMs and CNMs to prescribe, order, dispense, and administer drugs including controlled substances; CPMs may only administer drugs under standing orders from authorized prescribers

Requires CPMs to operate under written guidelines established with a CM, CNM, or qualifying physician, except when working at licensed birthing centers or acute care hospitals

Mandates continuing education for license renewal, including at least one credit on explicit and implicit bias training, and requires all licensed midwives to maintain professional liability insurance
