Establishes the New Jersey Board of Paramedicine as a 15-member body to regulate emergency medical services professionals, including mobile intensive care paramedics, emergency medical technicians, flight paramedics, flight nurses, and mobile intensive care nurses.

Board composition includes five practicing paramedics, three EMTs, three physicians (emergency medicine, trauma surgery, and pediatric emergency medicine), one emergency nurses association representative, and three public members appointed by the Governor.

Grants the board authority to issue and renew licenses, prescribe scope of practice standards based on the National EMS Scope of Practice Model, accredit training schools, conduct investigations, and establish continuing education requirements.

Requires criminal history background checks for all licensees, with disqualifying offenses including crimes against persons, family/children, theft, and controlled substance violations, subject to rehabilitation considerations.

Creates a Board of Paramedicine Fund supported by motor vehicle violation fees to fund board operations, provider training, research, and licensure application costs, and establishes an Alternative to Discipline Program for licensees with chemical dependency or impairment issues.
