NJ S3000

Creates a new "Type S School Bus Certificate" allowing holders of non-commercial driver's licenses to operate small school buses (9 or fewer passengers, excluding driver) without obtaining a commercial driver license, passenger endorsement, or school bus endorsement

Requires certificate applicants to be at least 21 years old, hold a valid basic driver's license for minimum 3 years, pass physical and eye exams, complete a knowledge examination, and complete training on interacting with students with special needs

Establishes penalties for Type S school bus drivers who leave pupils on the bus: 6-month certificate suspension for first offense, permanent revocation for second offense, with mandatory 10-hour training course before reinstatement

Mandates 90-day certificate suspension for Type S school bus drivers convicted of 3 or more moving violations in 3 years or who accumulate 6 or more penalty points

Takes effect on the first day of the first full school year following enactment
