Authorizes the Chief Administrator of the New Jersey Motor Vehicle Commission to enter into cooperative arrangements with foreign countries for reciprocal recognition of non-commercial motor vehicle driver licenses

Requires the MVC and foreign country to exchange information so each jurisdiction can assess the other's non-commercial driver licensing standards before any agreement

The Chief Administrator must determine that the foreign country's licensing standards correspond substantially to New Jersey's standards

Foreign countries must extend the same driving privileges to New Jersey license holders that New Jersey extends to their licensed drivers

All arrangements must be consistent with federal law
