Authorizes voluntary post-adoption contact agreements (PACAs) in New Jersey, allowing adoptive parents to enter enforceable written agreements permitting biological relatives to maintain contact, visitation, or receive information about adopted children

Requires PACAs to be filed with the court before the adoption judgment, signed by adoptive parents and all named adult relatives, and approved by the court upon finding the agreement was entered knowingly, voluntarily, and serves the child's best interests

Mandates courts solicit and give due consideration to the child's preferences regarding post-adoption contact if the child is of sufficient age and capacity to form an intelligent opinion

Establishes that disputes over PACAs must be heard in the Family Part of the Superior Court where the adoption was finalized, with remedies limited to enforcement, modification, or vacating of terms

Specifies that failure by adoptive parents to comply with a PACA cannot be grounds for setting aside the adoption judgment, and takes effect on the first day of the third month following enactment
