Requires the NJ Electronic Death Registration System (NJ-EDRS) to send electronic notifications to the Department of Veterans Affairs when a veteran, eligible spouse, or eligible dependent is cremated, including the decedent's name, address, service dates, date of death, and cremation permit date

Mandates funeral directors to promptly respond to Department of Veterans Affairs requests for information about whether cremains of veterans, spouses, or dependents have been claimed

Directs the Commissioner of Veterans Affairs to contact funeral homes on the first day of the thirteenth month after cremation permit issuance to verify if cremains remain unclaimed

Authorizes the Department of Veterans Affairs to assist funeral homes in coordinating release of unclaimed veteran cremains to qualified veterans' organizations for dignified burial at veterans' cemeteries or sea scattering

Requires the Commissioner of Health or Commissioner of Veterans Affairs to appear before legislative oversight committees if the NJ-EDRS system or implementation procedures are not operational within seven months of enactment
