Prohibits participating organizations from selling or licensing social care information stored in or transmitted through Closed-Loop Referral Systems (CLRS)

Restricts the use of social care information in CLRS systems to only the original purpose for which it was collected or generated

Defines social care information as data related to services for food stability, housing, transportation, employment, education, child care, and physical safety that can identify the recipient

Participating organizations include healthcare providers, health plans, public agencies, nonprofits, and CLRS technology vendors that can create, receive, or update referrals

Violations carry a $1,000 civil penalty per offense, enforced by the Division of Consumer Affairs, with the act taking effect 180 days after enactment
