Extends tuition-free education benefits (up to 16 credits per semester) at New Jersey public colleges to children and surviving spouses of U.S. Armed Forces members who died on active duty, expanding eligibility beyond the current limitation to New Jersey National Guard members only

Requires eligible students to apply for all available state and federal grants, scholarships, and VA education benefits before receiving the tuition waiver

Creates a new monetary award equal to 10% of tuition costs for eligible students to cover non-tuition expenses such as housing, dining, fees, and supplies

Maintains existing requirements that students must be enrolled in good standing and that classroom space must be available with minimum enrollment met
