Creates the "New Jersey Eviction Crisis Task Force" to study eviction trends, their impact on renters, landlords, and government, and recommend legislative strategies for more effective housing and eviction policies.

Task force will consist of 23 members including the Commissioners of Community Affairs, Human Services, and Health, the Attorney General, 4 legislators (2 from each chamber with bipartisan representation), 2 appointees from the Chief Justice, and 13 public members appointed by the Governor within 60 days.

Public members will include representatives from organizations such as the New Jersey Apartment Association, Fair Share Housing Center, Legal Services of New Jersey, New Jersey Tenants Organization, and housing advocacy groups.

The Commissioner of Community Affairs or designee will chair the task force, with the Department of Community Affairs providing staff support; members serve without compensation but receive expense reimbursement.

Task force must submit findings and recommendations to the Governor and Legislature within 18 months of organizing, after which it will expire.
