Prohibits the Department of Environmental Protection from commercializing, privatizing, or transferring property rights within the 215-acre natural restoration area and the 21.5-acre Caven Point Peninsula at Liberty State Park in Jersey City

Establishes a 9-member Liberty State Park Advisory Committee to advise on park management, review proposed concessions and leases, and make recommendations on protecting the park's natural, historic, cultural, recreational, and scenic resources

Limits future concessions and agreements to small-scale commercial activities that enhance visitor enjoyment, such as bicycle/kayak rentals, food concessions, temporary skating rinks, and boat tours from existing slips

Requires the DEP to hold annual public forums, provide 30-day public comment periods and two public hearings before entering leases of one year or longer, and post proposed agreements on its website

Removes the New Jersey Sports and Exposition Authority's role in planning Liberty State Park development and grandfathers existing operations of Liberty Science Center and the marina at their current footprints
