Prohibits government and law enforcement entities from seeking personal information about book service users except with user consent, a subpoena or court order, or for higher education financial aid reimbursement purposes.

Prohibits book service providers (retailers primarily selling books, e-books, or audiobooks) from disclosing user personal information under the same exceptions.

Creates an emergency exception allowing law enforcement to obtain user information without a court order when there is imminent danger of death or serious physical injury, with written confirmation required within seven days.

Permits providers to voluntarily disclose user information if they believe in good faith it relates to a crime against the provider or the user.

Defines "personal information" broadly to include any data identifying or associated with a user's book service activity, including IP addresses and unique identifiers.
