Creates a five-year pilot program in Paterson, New Jersey allowing job applicants for municipal court, law enforcement, and corrections positions to withhold certain expunged records from disclosure

Applicants would no longer need to disclose expunged records related to arrests or charges that did not result in conviction, or convictions for minor offenses like disorderly persons offenses, petty disorderly persons offenses, and municipal ordinance violations

Expunged records for indictable offenses (crimes of fourth degree or higher) must still be disclosed by applicants seeking these positions

Court directors, court administrators, and deputy court administrators are excluded from the pilot and must continue disclosing all expunged records

The City of Paterson must submit a report to the Governor and Legislature at the end of the five-year period with recommendations on whether to continue, modify, expand, or terminate the program
