Requires law enforcement agencies to submit sexual assault forensic evidence kits to forensic laboratories within 10 calendar days of collection when victims consent to release evidence to law enforcement

Mandates all kits collected between July 1, 2019 and the bill's effective date be submitted by April 1, 2025, with earlier kits submitted according to Division of Criminal Justice guidelines to be issued by December 31, 2025

Requires medical facilities conducting sexual assault forensic examinations to notify law enforcement within 24 hours of kit collection when victims consent, and law enforcement must take possession within 3 business days

Requires retention of evidence kits for a minimum of 20 years from collection date when victims have not reported to law enforcement or consented to evidence release, extended to 20 years after age 18 for minor victims

Preserves victims' right to report the crime and submit evidence for testing at any time during the 20-year retention period
