Extends the deadline for municipal redevelopers to submit temporary certificates of occupancy for mixed-use parking projects in Garden State Growth Zones from the previous deadline to June 30, 2028

Allows developers to amend applications for mixed-use parking projects near national historic parks by excluding visitor centers or youth centers while maintaining maximum grant amounts

Establishes grant award formulas for mixed-use parking projects: 100% of parking component costs plus 40% of non-parking component costs for standard projects, or 100% plus 80% for projects on previously tax-credited sites, entertainment venues with 5,000+ seats, or projects near national historic parks

Automatically extends all required action dates in existing authority approvals by 30 months for mixed-use parking projects that have not yet commenced construction beyond demolition or site work

Requires all mixed-use parking projects receiving grants to comply with LEED environmental standards where applicable standards exist for the project type
