Directs the New Jersey Motor Vehicle Commission to establish a Boy Scouts of America license plate program for each local Boy Scouts of America council in the state

Requires a $50 initial application fee plus a $10 annual renewal fee for the specialty plates, with proceeds deposited into a non-lapsing fund for each council to support the organization's mission and programs

Each Boy Scouts of America council must provide up to $25,000 in non-public funds to offset initial costs and submit at least 500 completed applications before the commission will begin producing the plates

Authorizes the chief administrator to discontinue a license plate program if the average cost per plate exceeds $50 for two consecutive fiscal years

Prohibits the use of state or public funds for initial costs of designing, producing, issuing, and publicizing the plates or for necessary computer programming changes
