Requires the Department of Community Affairs, Department of Human Services, Board of Public Utilities, and other State agencies to maintain updated public information about utility assistance programs including the Winter Termination Program, Universal Service Fund, and Low Income Home Energy Assistance Program

Mandates local authorities, municipal utilities, public utilities, and rural electric cooperatives to prominently display utility assistance information on customer bills, in communications about overdue bills, and on their websites

Establishes compliance standards for bills and communications, requiring information in English and the most common non-English language spoken by 10% or more of the population in the customer's municipality

Requires utilities to include notices of residential customer rights under the Winter Termination Program with any discontinuance notices sent between November 15 and March 15

Repeals P.L.2021, c.97, which established notification requirements for public and local utilities during the COVID-19 pandemic
