Requires all public institutions of higher education in New Jersey to enter into a collective Statewide transfer agreement ensuring academic credits for general education courses and completed associate degrees are fully transferable between institutions

Mandates that credits earned through dual enrollment or concurrent enrollment programs between public schools and institutions of higher education are fully transferable across participating institutions

Establishes the position of New Jersey Transfer Ombudsperson within the Office of the Secretary of Higher Education to serve as a resource for students and institutions on credit transfer compliance and to mediate disputes upon request

Requires the Transfer Ombudsperson to review the transfer agreement at least every five years, convene stakeholders biannually to determine best practices, and prepare an annual report on transfer data and institutional compliance

Requires public institutions to provide transfer students with data on program outcomes, including completion rates, for students who transferred from other New Jersey public institutions
