Removes language from the Fiscal Year 2026 appropriations act (P.L.2025, c.74) that required $100 million in actuarially verifiable cost savings for the State Health Benefits Program during the first six months of Plan Year 2026.

Eliminates the requirement for State and public employee representatives on the State Health Benefits Plan Design Committee (SHBPDC) to submit cost savings proposals to the plan actuary by July 31, 2025.

Strikes the multi-step escalation process that would have required mediation/conciliation by October 31, 2025, legislative action by December 1, 2025, or a three-representative voting procedure by December 15, 2025 if cost savings agreements failed.

Applies to both Direct State Services and Grants-in-Aid portions of the Employee Benefits program classification under Interdepartmental Accounts.
