Extends the $20 million annual appropriation to the New Jersey Racing Commission for horse racing purse subsidies from the original fiscal year 2023 end date through fiscal year 2029, adding five additional years of funding

Divides funds equally between thoroughbred and standardbred industries: thoroughbred funds go 100% to Monmouth Park overnight purses

Allocates standardbred industry funds as follows: 60% to Meadowlands overnight purses, 16% to Freehold overnight purses, 12% to New Jersey Sire Stakes purses, 6% to purse bonuses for New Jersey sired horses, and 6% for breeders awards purses

Requires annual reporting to the Governor, Legislature, and Racing Commission documenting fund usage, racing statistics, handle amounts, and impact on New Jersey breeding programs

Allows the Legislature to withhold future appropriations if reports indicate funds have not substantially improved the racing industry, requiring a concurrent resolution confirming satisfactory review before continued funding
