Higher education institutions that boycott Israeli goods, products, or businesses, or divest from companies supporting Israel, would be barred from receiving State operating aid

Prohibited institutions would lose access to proceeds from State-supported revenue bonds issued by the New Jersey Educational Facilities Authority and State general obligation bonds

Students at affected institutions would be ineligible for State student assistance or scholarship funds administered by the Higher Education Student Assistance Authority

The restrictions apply to the entire institution including all endowment funds, subdivisions, departments, and sections that participate in the Boycott, Divestment, and Sanctions (BDS) movement

Institutions may still sell or divest investments for legitimate prudent economic reasons without triggering the funding prohibition
